Implementation of the Waste Hierarchy

Report code: OEP025

Environmental consultants Eunomia were commissioned by the OEP to carry out an assessment of the implementation of the waste hierarchy in England.

The waste hierarchy is a framework for deciding how to manage waste, based on which is likely to be
environmentally preferable.

In undertaking their research, they examine the current barriers, opportunities and solutions for the effective application of the waste hierarchy.
The assessment considered the extent to which the waste hierarchy has led to changes in waste management since its transposition into English law in 2011.

They analyse waste trends, use literature review and stakeholder interviews to identify the key barriers to the application of the framework and to develop conclusions and recommendations.
