Ricardo Energy & Environment was commissioned by the OEP to review the draft Northern Ireland Ammonia Strategy and assess whether its scope, evidence base and proposed actions are sufficient to address ammonia emissions and their impacts on sensitive habitats.
The review considers the completeness of topic coverage, the robustness of the supporting evidence, and the feasibility of the proposed mitigation measures and targets.
Ricardo also evaluated the consultation questions, including views on the 2030 emissions reduction target, agricultural mitigation techniques, spatially targeted measures, and proposed conservation actions.
Ricardo analysed the strategy’s treatment of major ammonia sources, noting that agriculture accounts for 97% of Northern Ireland’s emissions and is therefore appropriately prioritised.
This review supported the OEP's response to DAERA Ammonia Strategy Consultation.
