ICF Consulting Services Ltd, supported by CECAN Ltd and Matthew Baumann Associates, were commissioned by the OEP to map and analyse government actions contributing to the Thriving Plants and Wildlife (TPW) apex goal in the Environmental Improvement Plan 2023.
The purpose of the work was to give the OEP a clearer, structured overview of the many strategies, programmes and interventions underpinning TPW delivery, enabling more effective scrutiny of government progress.
The project involved creating a detailed catalogue of actions drawn from EIP Chapter 1, developing a typology to classify them, assessing their maturity, identifying delivery partners, and producing visualisations to communicate how actions relate to targets, pressures and delivery themes.
This report supported the OEP's independent assessment of the Progress in improving the natural environment in England 2022/2023
