WSP was commissioned by the OEP to analyse how Environmental Impact Assessment (EIA), Strategic Environmental Assessment (SEA) and Habitats Regulations Assessment (HRA) are currently implemented in England and Northern Ireland.
The work was undertaken in the context of major proposed reforms, including the Levelling‑up and Regeneration Bill, which aims to replace EIA and SEA with Environmental Outcomes Reports.
WSP evaluated the effectiveness of existing regimes, identified strengths and weaknesses in practice, and provided evidence‑based recommendations to inform both future legislation and improvements to current implementation.
This commissioned work supported the OEP report A Review of the implementation of environmental assessment regimes in England.
