Analysis of Environmental Assessment Regimes in Jurisdictions Outside the UK

LUC was commissioned by the OEP to analyse how environmental assessment regimes — Environmental Impact Assessment (EIA), Strategic Environmental Assessment (SEA) and Habitats Regulations Assessment (HRA) — operate in jurisdictions outside the UK, and to identify lessons that could support improvements or inform potential reforms in England and Northern Ireland. 

The work focuses on whether international systems use environmental outcomes, how they address known deficiencies in UK practice, and how contextual factors shape the transferability of good practice.

In carrying out their research, LUC reviewed international legislation, case law, guidance and academic literature, and developed detailed jurisdiction profiles.
